New Jersey CPR High School Requirement Breakdown

Requirement effective as of the 2014-2015 school year

School districts must provide one time cardiopulmonary resuscitation (CPR) and automatic external defibrillator (AED) instruction as part of the health curriculum.

LifeSavers, Inc. is selected by the state as official provider of AED’s

  • CPR education does not need to cover all victim sizes (adult/child/infant) but does require a hands-on component to training.
  • CPR training must be from a nationally-recognized association with expertise in CPR and AED instruction.
  • Districts may select no-cost, non-certification instructional program to meet this requirement.

Excerpts from New Jersey CPR Bill

“Notwithstanding the provisions of any law, rule, or regulation to the contrary, the board of education of a public school district that includes grades 9 through 12, or the board of trustees of a charter school that includes grades 9 through 12, shall provide instruction in cardiopulmonary resuscitation and the use of an automated external defibrillator1to each student prior to graduation1 as part of the district’s implementation of the Core Curriculum Content Standards in Comprehensive Health and Physical Education1. 

The board of education, or board of trustees, may select a no-cost, non-certification instructional program to meet this requirement. The provisions of subsection a. of this section shall first be effective with the 2014-2015 grade nine class.  The instruction provided pursuant to section 1 of this act shall be modeled from an instructional program established by the American Heart Association, American Red Cross, or other nationally-recognized association with expertise in instruction in cardiopulmonary resuscitation and the use of an automated external defibrillator; and include a hands-on learning component for each participating student. This act shall take effect immediately.”

New Jersey has some of the strongest safety laws in the nation regarding Automated External Defibrillators, mandating that facilities including public school buildings, assisted living institutions, nursing homes and health clubs have them available. These guidelines will be heightened even further by the September 1, 2014 enactment of Janet’s Law. Named in honor of an 11-year-old school cheerleader from Warren, NJ who died in 2006 from sudden cardiac arrest, the law requires the state’s public and private schools to have AEDs readily available at youth athletic events.

Emergency caregivers also are protected; in May 2012, New Jersey enhanced its standing Good Samaritan legislation – a law passed to protect individuals using AEDs in emergency situations from civil liability – by extending protection to untrained users.
